The City Livelihood Development Fund (CLDF) Program, formerly known as the Municipal Livelihood Fund under the Municipal Agriculture Office, was first offered in 1992. It offered loans at a low interest cost to local farmers and fisherfolks with micro and small agribusiness ventures. In 2010, it became a formal program and was transferred to the CLDD through SP Res 238, s.2010, amended by SP Res 128, s.2012, to offer low-cost, non-collateralized business loans.
